governor is giving every california homeowner a pass on their grass. >> reporter: that's right. hoas and homeowners have a somewhat prickling relationship. but some rules have been taken out of the regulations. it is not hard to find a green lawn right after a rainstorm, but come august in the middle of a drought, it may be another story. in this san lorenzo neighborhood, the homeowner association sent nasty letters and fined people for brown lawns back in february. >> they are going to fine us for not having green lawns that it has to be maintained no matter what. >> a maximum fine of $5,000. >> reporter: they paid that $100 fine, but won't have to that summer. in a sweeping executive order, governor jerry brown made it illegal for hoas to fine owners for letting the grass

this morning and heard a noise. >> reporter: when steven went to check it out, he saw the windows of his antioch home smashed in. the vandals used rocks from his own lawn and his house was not the only one hit. antioch police say vandals hit 25 homes in the black diamond estates and the diamond ridge neighborhoods. >> my wife and i were home and we just heard the crash and came out, but they were gone. >> reporter: the same thing has happened to oscar menindez twice. he has had to board up his front window with plywood. >> bad elements in town. >> reporter: it is something we heard over and over. at this week's city council meeting, crime is up 3% in antioch this year. property crimes have climbed 3%. mayor wade harper's response?

>> i'm hearing from people, they are thinking that things are getting better. >> reporter: the backlash is swift on facebook. sounds like a mayor is out of touch. crime in antioch has never been worse. diley says he is hopeful that the hiring of a handful of new officers will be the beginning of a needed shift. in antioch, christin ayers, kpix5. >> he says he hopes to hire five new officers by the end of the year. a man who landed in the oakland airport was in the bay air less than an hour before betty yu says he helped save someone's live. >> reporter: this guy was fresh off the plane. it was only supposed to take him about ten minutes to get from the bus stop behind me to the nearest bart station until an accident popped up. luckily, he knew exactly what to do. the 95-year-old driver this this overturned car was hanging

upside down. strapped in by seat belt as blood gushed from his head. the one car accident happened on the san leandro off ramp. this white bloodstain shirt on the ground belonged to this man. a stranger he didn't know would help save his life. >> i knew we had to find a way to stop the bleeding. >> reporter: wayne is the chief officer for a lumber company in idaho. he was in town on business. he hopped on the air bart shuttle minutes before the accident. when they ended up behind the wreck, he said the driver opened all the doors and several people got out to help, but he went straight to the driver because of his severe bleeding. >> so i quickly opened the door behind the driver and jumped into the car which was upside down, got a couple of the guys to hold his legs while i released the seat belt and got him laying flat. >> reporter: he used his dress shirt to put pressure on his head until the paramedics

arrived. wayne spoke to the elderly driver who didn't remember what happened. >> he had a three inch gash on his forehead looking like a shape of a v down to the bone. >> reporter: the 75-year-old passenger in the car was not as seriously injured. both of them last check were in stable condition. and in case you were wondering, he was able to buy a new dress shirt at a nearby men's warehouse and make it to his business meeting. he then flew back out of oakland international airport, that same night. >> lucky to have him there. betty yu reporting live from oakland. thank ewe betty. a rising democratic star on trial for peeping into a woman's bedroom. tonight, the jury is deadlocked. corillo is the sonoma county supervisor. he supposedly peeked into his neighbor's window in underwear

and socks. he wanted to drink beer with the neighbor and hoped they would look up. one juror changed her mind. deliberations resume monday morning. california voters getting something in the mail that would be funny if it weren't so sad. state senator leland yee promising to fight corruption. he was arrested last month accused of widespread corruption to pay off campaign debts. but in the voter information guide for the june primary, lee who was running for secretary of state wrote the following. the job is to empower californians to govern california, guarantee fair elections and prevent corruption. it was printed before his race. he says he is innocent. millions of catholics have gathered in rome to celebrate the rise of saint hood of two popes.

4100. >> all right, departure, he was real close, sir. >> the ntsb is investigating this. construction at the newark airport has changed some of the normal traffic flow. well a bay area family has sued a sky diving school after their daughter plunged to their death. >> the daughter checked out the school and found out it had a great safety record, but only on 5, allen martin tells us the school never revealed that other people had died there, too. >> reporter: jumping out of a moving plane at up to 18,000 feet is not for the faint of heart. but hundreds of people a year come to sky dive holster to experience the adrenaline rush. jennifer was one of them. her parents jim and marilyn said she had done a lot of

research. this drop school said it had never had a fatality. >> she went out of her way to tell us how safe this was. >> reporter: but on hour 17th jump, jennifer fell to her death. velcro straps on her rented parachute were in very poor condition and could have been a contributing factor. >> how could somebody issue any diver a piece of equipment like this? >> reporter: not only that, jennifer's brother soon discofferred the company safety claims were false. >> i found records of two other fatalities. they are under no obligation to report that to the uspa. >> reporter: jim crouch with the united states parachuting association says reporting a death is voluntary. >> we tell consumers to do a local search in the media for accident reports and visit the drop zone. >> reporter: nonetheless, he says the sport is safer than

suddenly. >> no, get out of my car, get out! get out! >> reporter: it happened to hundreds of oaklanders last year. this time, it is just a drill. perez is an instructor and this is part of an anticarjacking workshop at oakland's institute. >> we always try to keep updated about the threats. >> reporter: and owner danny says in oakland, carjacking is one of those current threats. carjacking jumps 23% in 2013 over the year before. >> we decided that it is time to build a seminar. >> taking students off the mats and onto the streets teach them to take down carjackers, even wrestling a real gun away at one point. >> taking the real classes help you with prevention if you should get carjacked. >> reporter: the training is aggressive and sometimes

the chickens she keeps as pets. >> the neighborhood has voted and joe vasquez tells us it is not good news for her. >> reporter: nine-year-old ranie mathis is getting a lesson in grown up mathematics. her neighbors voted and 61% of them said she should be able to keep her chickens but the homeowners association says not enough people voted so the chickens had to go. >> they said we lost. >> reporter: as we reported, the hoa sued her family saying the chickens are against the homeowner rules. the failed vote means they will not be amended to include chickens. >> we are obligated to enforce our ccnrs . long ago when they were drafted, our members decided they did not want chickens. >> they are judging my chickens
